How do hubs support observations?

The software used for supporting an observation or project is called LEO Editor and is currently only available to hubs. Hubs can use the Editor tools to add media, select key consultants, add links and content and communicate with consultants and observers. Hubs select observations they want to support and can add comments of consultations or forward the observations for consultations. Hubs can also use Editor to create projects (see Project section). Access to LEO Editor is granted when a new hub is established.
